Financial Administrator

Location: Baltimore, Maryland

Provides business, financial, and operations management information of a strategic nature to proposal efforts, including interpretation, financial modeling and analysis, general business administration, and proposal pricing strategies.

Serves as Cost Application/Proposal Manager for donor-funded initiatives worldwide. Reviews RFAs, RFPs, RFTOPs, etc. and prepares compliant, complex price proposals. Ensures receipt of and integrates required cost application/proposal information from partners/subs.

Responsibilities Include:

  • Work closely with Business Development and the Contracts Division to obtain the documents required to set up and maintain accounts in the various financial systems
  • Set up and maintain CUFS accounts for all awards, grants, and contracts, populating all appropriate fields and using a consistent naming structure
  • Update CUFS budget with annual workplan budget information
  • Update CUFS with contract modifications, as appropriate
  • Set up and maintain JFIRS accounts (or other financial system in existence if not JFIRS) for all awards, grants, and contracts, populating all appropriate files and using a consistent naming structure
  • Update JFIRS, or other financial system in existence if not JFIRS
  • Work closely with the COE finance team and JHU and coordinate the timely preparation and submission of sponsor required financial reports and invoices with the JHU Controller’s Office of Research Accounting
  • Timely reconcile the SF269 and SF272 reporting on the Letter of Credit awards, grants, and contracts
  • Responsible for analyzing and implementing financial reporting and invoices requirements for non Letter of Credit awards, grants, and contracts
  • For those reports and invoices done in-house at Jhpiego (typically non Letter of Credit awards, grants, and contracts):
  • Timely invoice in compliance with award, grant, or contract document (after ensuring deliverables have been met)
  • Timely prepare sponsor required financial reports and analyze results in report. Review with Program Officers and Senior Finance Managers before submitting to sponsor
  • Ensure timely delivery and receipt of sponsor’s reports and invoices in compliance with award, grant, and contract terms and conditions
  • Setup and maintain a status report of invoices and payments; identifying delays to the appropriate Senior Finance Manager, Center of Excellence Director, and Country Director
  • Prepare ad hoc financial reports for use by the Center of Excellence Directors and Senior Finance Managers
  • Provide ad hoc reporting for large awards with multiple area-orgs
  • Participate in business development and strategic planning for assigned area-orgs
  • Assist the BD Finance Team in developing budgets and budget narratives for potential sponsored awards, grants and contracts as needed
  • Assist the Senior Finance Managers in analyzing and reviewing all programs/awards/projects on a monthly basis to ensure accuracy of financial information and financial status. Assist them in determining levels of effort to date and projections
  • Provide the required financial information in support of the budgeting processes related to the JHU five-year plan as well as with non-sponsored & indirect rate accounts.
  • Provide guidance regarding the interpretation of applicable contract, grant and cooperative agreement terms and conditions, as well as other administrative rules, cost principles and regulations under OMB, CFR and FAR guidelines
  • Recommend improvements to global financial policies and procedures
  • Keep abreast of laws and regulations that apply to your field of professional expertise to maintain up-to-date compliance

Required Qualifications:

  • Bachelors degree in Finance, Accounting, Business, or equivalent experience
  • Five years of financial or cost management experience, preferably in support of international development program operations
  • Intermediate knowledge of US government cost principles, GAAP accounting rules, and grant/contract management
  • Intermediate knowledge in the use of financial software applications, databases, spreadsheets, and/or word processing required. Packages include: Microsoft Outlook, Access, Excel and Word plus university-specific accounting & reporting packages.
  • Experience in international / global organizations
  • Ability to exchange non-routine information using tact and persuasion as appropriate, requiring excellent oral and written communication skills
  • Demonstrated ability to effectively manage several major activities simultaneously
  • Ability to comply with deadlines

Knowledge:

  • Intermediate understanding and interpretation of OMB, CFRs and FAR
  • Strong understanding of the difference between contracts and cooperative agreements and their relevant terms and conditions
  • Strong knowledge of JHU accounting policies and procedures
  • Ability to create proposal budgets for diverse donors/sponsors
  • Strong business acumen

Preferred Qualifications:

  • Masters degree in Finance, Accounting, Business, or equivalent experience
  • CPA, or foreign equivalent
  • Foreign language competency, preferably in French or Spanish
  • Advanced skills in all Microsoft Office applications
  • Advanced understanding and interpretation of OMB, CFRs and FAR
  • Advanced understanding of the difference between contracts and cooperative agreements and their relevant terms and conditions
  • Advanced knowledge of JHU accounting policies and procedures
  • Field Experience in developing countries
