Knowledge Management Advisor
Location: Baltimore, Maryland
Summary Scope of Work:
The Knowledge Management Advisor is responsible for leading the development of Jhpiego’s corporate culture, processes, infrastructure and information resources to facilitate the creation and utilization of corporate knowledge, expertise and information. The Advisor will develop and obtain organization-wide buy-in and commitment for KM strategies, guidelines, and tools that lead to improvements in the global management, dissemination and use of programmatic and technical knowledge and information within and outside Jhpiego. Collaborating with other key technical, programmatic and management staff across the organization, the Advisor will research and evaluate, select and integrate KM systems with Jhpiego’s current operations, including ensuring effective document management and collaborations among staff and resources. The position requires an ability to work with and influence technical, program and management colleagues including negotiation, persuasion and presentation skills. Critical to the positions success is the ability to lead change, motivate staff, to fully use Jhpiego’s vast knowledge base. Strong communication skills and a fundamental understanding of information content and associated issues. are crucial assets, as are an in-depth appreciation of IT and its utilization.
Responsibilities:
- Lead the definition of and coordinate the organization-wide commitment to knowledge management, including the continuous creation, capture, organization, access and use of information assets
- Determine, in collaboration with other key personnel in Jhpiego, the content and systems to manage and share knowledge across and outside the organization
- Define and implement methodologies for assuring that both tacit and explicit knowledge in the organization are continuously tapped and managed
- In collaboration with, and under the supervision of the Director for Technology Applications, determine tools and strategies to engage all Jhpiego staff, in Baltimore and the field, in an interactive, multi-directional flow of information assets and knowledge
- Develop, recommend and implement strategies for ensuring regular use of knowledge management systems across the organization
- Undertake research and analysis in KM to support growth and implementation of Jhpiego’s initiatives in this area
- Plan for and motivate as necessary, Jhpiego Executive Leadership’s active and continuing commitment to and internal financial support for KM initiatives
- Actively continue personal learning in one or more practice areas of Jhpiego and apply new skills and knowledge to improve KM across the organization
- Represent Jhpiego professionally at meetings and conferences
- Develop and maintain excellent collaborative relationships with colleagues and external clients wherever Jhpiego works
- Produce and consistently improve high quality KM/KS products that anticipate and respond to Jhpiego’s and external clients evolving needs
- Promote and stimulate a culture of communities of practice within and across Jhpiego, including mentoring champions and groups to assure effective establishment and functioning of the COPs
- Develop and promote learning methodologies that lead to fundamental acceptance and adoption of KM as a Jhpiego culture
- Collaborate with other key staff in the Technology Applications Unit (MIS, Informatics, and Learning Technology), technical and program leadership to evaluate, select and integrate KM software systems with Jhpiego’s current operations, thereby ensuring effective document management and knowledge sharing collaborations across the organization
- Identify international KM meetings, working groups and events from which Jhpiego would benefit from participating and coordinate with appropriate staff to assure Jhpiego’s representation
- Collaborate with and manage assigned resources for online and library searches for knowledge assets
- Improve overall flow of internal and external information and knowledge e.g. Jhpiego external website, JPortal, JLibrary, CDIE, RHGateway, World Bank’s Development Gateway
- Coordinate management of Jhpiego’s online reference website, Reproline, which is an international knowledge resource for health care professionals and trainers that includes material on family planning, HIV/AIDS, maternal health and cervical cancer
- Advocate on behalf of Jhpiego and identify opportunities for new KM business and sources of funding
- Contribute KM components to proposal development as necessary, including writing information technology and knowledge management responses
- Source external resources for KM initiatives, including promoting inclusion in new and incremental program development
Qualifications & Experience:
- Graduate degree in public health, knowledge management or a development-related field
- Minimum 5 years relevant and increasingly senior domestic or international work experience in knowledge management, change management or organizational development
- Significant experience working in or supporting international public health programs
- Experience in leading and working with inter-disciplinary and multi-cultural teams
- Experience in the use of computers and available software programs that facilitate knowledge management and sharing
- Experience in building capacity for improved application of knowledge management principles and policies;
- Fluency in English and at least one other language used in Jhpiego’s international work
- Living and work experience in developing countries will be advantageous
Knowledge:
- In-depth and substantive knowledge of current knowledge management and development policies, issues and successful initiatives
- Knowledge of international health program development, particularly in Jhpiego’s focus areas in broad reproductive health
- Knowledge and/or membership of established networks of knowledge management professionals who apply their skills in international health
Abilities/Skills:
- Proven strategic thinking, leadership and change management skills
- Ability to research and adapt new knowledge management software and principles into Jhpiego’s knowledge management policies and practices
- Ability to work in a complex environment with multiple tasks, short deadlines and competing priorities
- Ability to work collaboratively, as well as independently, and flexibly, in addition to exercising initiative to achieve goals
- Ability to write, speak, present and communicate convincingly to different audiences, including capacity to adapt style and content as appropriate to the audience
- Ability to develop productive working relationships with counterparts in other agencies and organizations worldwide
- Results-oriented and strong decision-making ability
- Ability/willingness to travel internationally on behalf of and to promote KM in Jhpiego
