Monitoring and Evaluation Advisor, Technical Leadership Office

Location: Baltimore, Maryland

Summary Scope of Work:

Monitoring and Evaluation Advisor will provide technical leadership and guidance to Headquarters and Country-level staff. This includes designing, adapting, field testing and implementing M&E and computer bases information systems.

Responsibilities:

  • Assist Jhpiego staff in the development, implementation, and quality assurance for monitoring and evaluation systems and activities
  • Support Jhpiego's program implementation with data-based program decision-making, and prepare results reporting as needed at all levels
  • Work collaboratively with key Global Program Operations staff in developing program planning that includes M&E Scopes of Work, budgets, timelines, and level of effort requests
  • In collaboration with program and field staff, ensure that necessary M&E planning, budgeting and management activities occur to facilitate smooth and efficient program functioning
  • In collaboration with program and financial staff, track M&E budgets related to project and activity budgets
  • Identify programmatic success, challenges and lessons learned and ensure appropriate flow of information to Program Directors and field-based staff
  • Upload documents onto Jhpiego knowledge management sites , external sites and partners as appropriate
  • Identify and communicate potential opportunities for new business and new or leveraged funding sources
  • Assist as needed in M&E-related aspects of business development, materials development, and knowledge management.
  • Contribute to proposal management, design, writing and editing as needed
  • Represent Jhpiego in professional circles through meetings, conferences and presentations
  • Develop and maintain professional relationships with colleagues and donors

Required Qualifications:

  • Advance degree in public health, epidemiology, statistics or related field
  • 5+ years monitoring and evaluation experience in international health programs
  • Technical and experiential knowledge of at least 5 of the following applied research and monitoring and evaluation techniques:
  • Applied evaluation or research
  • Design and implementation of information systems including but not limited to GPS, GIS
  • Development, field-testing and implementation of computer-based information systems
  • Timely data analysis, synthesis, and communication of results
  • Design and implementation of evaluation protocols
  • Design and implementation of program monitoring systems
  • Development and field-testing of data collection instruments for M&E indicators;
  • Data collection planning and implementation (routine or survey)
  • Translation of complex data systems and results to understandable lessons learned and action priorities for programmatic and other technical staff
  • Ability to process and analyze data using one or more statistical software packages, including at least one of the following: SPSS, Epi-Info, Stata, MS Access
  • In-depth understanding of evolving international health funding priorities, technical state-of-the-art thinking and priorities and program development roles and opportunities
  • Superior verbal, written and presentation skills
  • Demonstrated management and organizational skills
  • Experience in the development of strategic and tactical plans in collaboration with others
  • Knowledge of performance improvement and training techniques
  • Ability to work in a complex environment with multiple tasks, short deadlines and intense pressure to perform; ability to manage several major multidimensional activities simultaneously
  • Superior skills in facilitation, team building and coordination; field oriented and results oriented
  • Ability to interact professionally with established networks of senior-level international health professionals
  • Ability to recognize limitations and seek appropriate expert advice as needed from Senior M&E staff, Technical Director, Award Directors other technical staff, or external sources
  • Ability to travel independently in new environments

Preferred Qualifications:

  • Proficiency in French, Spanish or Portuguese
  • Experience living and working in one or more developing country
