Human Capacity Development
The current global crisis in human resources can be overcome only through a strategic, systemic and integrated approach that incorporates key interconnected programmatic and managerial components, operating within the context of the external national and health sector environment. To help guide the complex process of human capacity development throughout Jhpiego, we have developed a comprehensive human resources for health (HRH) management and development framework.
Applying the HRH framework to a specific country or health care situation, stakeholders take the following contextual factors into account:
- Macroeconomic policies of the country, which affect resource availability, the labor market, and the legal and regulatory context
- Health system leadership, goals and strategies that determine the health service delivery model and values
- Political and administrative structure of the country, including the degree of decentralization and interactions between the health sector and other sectors such as education and labor
- Social, cultural and community environment
With a focus on human resources, the framework encompasses every phase of health care system management and development, including:
- Planning for human resources in health that is realistic in the context of the country
- Production of human resources that have the knowledge, skills and attitudes to provide high-quality care
- Deployment of these human resources where they are needed
- Performance management and support to ensure that these human resources perform effectively
- Regulation and quality assurance mechanisms
- Human resources administration
- Monitoring and evaluation of outputs and outcomes (using approaches such as Jhpiego's Training Information Monitoring System [TIMS©])
