Human Capacity Development Framework

Elements of the Framework

Planning: Determining the number, types and location of the workforce required—Jhpiego contributes with the identification of levels of knowledge and skill mix for the provision of different types of health services. This information is used in planning to identify the cadres and numbers of provider needed.

Production: Training and education of human resources to create a healthcare workforce with the knowledge, skills, attitudes and learning capacity to provide effective and high-quality health care—Jhpiego’s programs improve the design, delivery and evaluation of learning in both the classroom and clinical settings of preservice education and work with key stakeholders to strengthen other critical elements such as admission, graduation, and licensing requirements.

Performance Management and Support: Systems and procedures that ensure that providers consistently have the information, knowledge and skills—as well as the means, resources and motivation—to perform their duties. Jhpiego programs support provider performance through:

  • standardizing work processes and skills
  • strengthening inservice training
  • applying the performance and quality improvement approach
  • improving supportive supervision systems
  • using information and communications technology to provide information
  • tools and job aids to providers and trainers

Regulation and Quality Assurance: Procedures such as registration, licensing, and certification of healthcare providers to encourage and enforce required levels of provider proficiency—Jhpiego’s programs provide key technical inputs to professional and credentialing organizations to support these mechanisms.

Human Resources Administration: Administrative systems that support the hiring and operation of the workforce—Jhpiego places particular emphasis on the protection of human resources against occupational risks such as HIV/AIDS and other communicable diseases.
