Supporting Ecuador’s fight against COVID-19.
Currently, the RISE project collaborates with the Ministry of Public Health (MOPH) to ensure equitable access to COVID-19 vaccines, develop capacity building through technical assistance to health providers, implement post-COVID-19 rehabilitation clinics and strengthen the country’s oxygen ecosystem as follows:
- With MOPH and Metropolitan District of Quito, RISE supported the roll-out of 1,853,306 doses of COVID-19 vaccines in 18 provinces, 32,138 people were been trained on COVID-19 vaccine-related topics and 511,541 people were reached through mass media and social media. More than 4,000 health professionals were trained using practice-based learning and medical simulation in the 24 provinces of the country.
- RISE developed and implemented the first post-COVID-19 rehabilitation clinics in 21 facilities across 7 provinces, and developed manuals for both patients and health professionals, including a user-friendly mobile App: RESPIRA. More than 13,846 patients have been taken care of in the clinics; of these, 859 had criteria for post COVID-19 condition.
- Through genome sequencing, in collaboration with Universidad San Francisco de Quito, national surveillance has strengthened (0.901% nationally), with 1,768 samples supported by RISE for processing.
- RISE has strengthened the oxygen ecosystem through hospital maintenance (10 hospitals); donation of liquid oxygen (three hospitals), a cryogenic tank (one hospital), medical equipment (108 hospitals in all provinces) and oxygen dashboard for measuring oxygen consumption and needs (10 hospitals); and through clinical technical assistance and quality assurance programs (more than 4,000 health professionals from all provinces).

Fighting COVID-19 Under the Reaching Impact, Saturation, and Epidemic Control (RISE) Project
With funding from the U.S. Agency for International Development (USAID), RISE is working in select countries, including Ecuador, to address the COVID-19 pandemic. In line with ministry of health priorities in each country, RISE’s COVID-19 response support may include: assisting in the planning and rollout of national vaccine plans, including ensuring health care workers are prepared to implement and monitor this plan; providing focused and clinically relevant capacity building for clinicians providing COVID-19 case management; strengthening the oxygen ecosystem; and supporting health care workers in oxygen conservation, rationalization and non-invasive respiratory care.
RISE is a five-year global project—funded by the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) and USAID—that works with countries to achieve a shared vision of attaining and maintaining epidemic control, with stronger local partners capable of managing and achieving results through sustainable, self-reliant and resilient health systems. The project is led by Jhpiego with the following partners: ICAP at Columbia University, Management Sciences for Health, Anova, BAO Systems, Johns Hopkins University Center for Public Health and Human Rights, and Mann Global Health. For the COVID-19 ventilator technical assistance effort, RISE is also collaborating with the University of California San Francisco, World Federation of Societies of Anesthesiologists (via the GH STAR project), FHI 360 (via the EpiC Project) and Johns Hopkins University emergency medicine and critical care staff.
