
Edwin J. Judd, MSW
Chief Operating Officer
Edwin “Joe” Judd joined Jhpiego in November 2007 as the Chief Operating Officer. He oversees the offices of Technical Leadership, Global Programs, Finance and Administration, and Global Human Resources. Mr. Judd brings extensive international experience and expertise to his position with Jhpiego. In his impressive 30-year career with UNICEF, he held assignments of increasing responsibility in Bangladesh, China, Indonesia, Mongolia, the Philippines and the United States.
Most recently, Mr. Judd held the positions of Executive Vice President to the United Nations Association of the USA, Special Adviser to the Executive Director of UNICEF and Director of Program Division at the agency’s headquarters in New York. During his tenure with UNICEF, Mr. Judd made significant contributions to the organization. He led the UN interagency group that produced the guidelines, processes and instruments for the UN Common Country Assessment—an innovative analytical approach that preceded the establishment of the UN Millennium Development Goals and the UN Development Assistance Framework. In addition, Mr. Judd established an integrated approach to program and administrative budgets, significantly decentralizing these processes, and led a UNICEF interdisciplinary team to design the Ending Child Hunger and Under-Nutrition Initiative—a key target in the global effort to reduce poverty. Mr. Judd also focused UNICEF engagement in primary and secondary education, development and participation of youth, and health and nutrition programming on the issue of maternal survival and health.
Mr. Judd was instrumental in significantly increasing UNICEF’s donor funding, and he strengthened the Program Division’s assistance to country and regional offices. In addition, Mr. Judd upgraded program guidance and engagement in pediatric HIV prevention and care, in concert with fostering partnerships with other UN agencies, bilateral organizations, and other multilateral and nongovernmental organizations.
Mr. Judd began his career in 1965 as a Peace Corps volunteer in Malaysia, where he established the Malaysia Voluntary Social Workers Corps, a nongovernmental organization working to bring basic child health, nutrition and educational services to low-income and slum areas. Upon completing his service as a Peace Corps volunteer, Mr. Judd was appointed as the Associate Director of Program Planning, and ultimately, Training Coordinator for the Peace Corps in Malaysia, directing six pre-service training programs in the western region of the country.
Mr. Judd received his undergraduate degree in Sociology from California State University at Los Angeles and his master’s degree in Social Work from the University of Southern California.
